The Buyer, reporting directly to NPI Program Management, is a critical member and contributor to the NPI Development Process. Responsibilities will include performing all sourcing activities related to development programs from initial RFP through closure, and hand off to the sustaining team. This role will work in accordance with supply chain processes and protocols and help develop new ones where gaps are identified, and will serve as a liaison with the sustaining supply chain management in order to secure the long term supply of purchased parts. The ideal candidate will have 10+ years of directly related work experience, preferably in a government-contracting environment, with experience leading major procurement efforts. Responsibilities
- Support initial Customer RFP response by identifying and evaluating potential suppliers, providing cost estimates/quotes, and managing the preparation of and distribution of preliminary subcontracting packages
- Active member of IPT representing SCM, placing orders for sourced components, and performing all internal coordination within SCM group
- Create, execute, monitor, and control all subcontracting (Engineered components) throughout the development lifecycle (Preparation of RFP, subcontractor selection and contract award, development program execution, qualification, through operations launch)
- Support development of sourcing strategies and execute them in order to meet or exceed program goals
- Negotiate best possible outcomes for price, schedule, risk variables through routine reassessment of supplier performance/capabilities
- Coordinate efforts to establish successful long term agreements with critical suppliers
- Develop, maintain, status schedule for all sourcing related tasks required to support the NPI development program
- Develop, maintain, status cost tracker spreadsheet in order to monitor cost estimates, quotes, POs, supplier, quantity, delivery date, etc.
- Support recurring internal/external meetings as required based on issues and/or phase of program
- Support each NPI development program Stage gate by completing required activities and providing needed inputs
- Be primary commercial/contractual POC for supply base through operations launch of end-product
- Order Pre-Production Hardware and maintain vigilant oversight of progress
- Coordinate management of TISC or Customer owned tooling at supplier
- Lead Make/Buy strategy meetings
- Active member of overall NPI Development process, reviewing and providing inputs to overall process
- Development of standard work templates and SCM specific processes to support NPI programs

Qualifications:
- Bachelor' s Degree in related discipline and 10 years or more of directly related work experience, preferably in a government-contracting environment
- Experience leading major procurement efforts in a Department of Defense (DOD) contracting environment
- Knowledge of FAR and DFAR regulations and the nature of flow down requirements
- Knowledge of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation)
- Understanding/knowledge of DCAA/DCMA audits and requirements
- Experience in sourcing from low cost and/or international suppliers
- Project Management Professional Accreditation through PMI and/or Master s Degree in related field
- Experience in a large, complex multifaceted design & manufacturing environment
- Familiarity with aerospace industry and the understanding of the role of subcontractors in complex industries
- Ability to review customer requirements, identify flow down requirements
- Comprehensive understanding of subcontractor solicitations and bid analysis/process
- Strong working experience generating, negotiating and executing major subcontracts/purchases
- Demonstrated ability to resolve contractual conflicts with subcontractors through negotiations and contractual vehicles
- Knowledge of Project/Supplier Management, and Financial Acumen
- Proven leadership and organizational change experience
- Proven ability to maintain effective communication and work across several functions including Engineering, Program Management, and Quality
- Excellent verbal and written communication skills, and time management/organizational skills
- Strong experience managing Subcontracts or Procurement team
- Strategic/Critical Thinking skills, and the ability to find win-win solutions with a make it happen attitude
- Self-starter and ability to learn quickly
- Proficient with Microsoft Office Suite (Microsoft Excel, Word, and Outlook) and demonstrated ability to work in ERP systems (Preferably Epicor)
